Ulises is also known by his friends and family as #elheso. He was born in Los Mochis, Sinaloa, Mexico in 1992. He started competitive cycling at a young age and has steadily advanced through the ranks of cycling. Riding with the Jelly Belly professional cycling team, in the 2017 Amgen Tour of California, he was the only Mexican to participate. Many fans traveled from Mexico to California to follow him. He finished 38th in his first Amgen race with a sprint win in Stage 7.

At the Redlands Classic, he is always a fan favorite. He placed third in the Saturday crit. He helped the Jelly Belly team finish third in the team general classification.
